Dustin Ellinger

Dusty Ellinger, BSN, MHA, RN, is the former Bureau Chief of the Bureau of Long Term Care Quality for the Ohio Department of Health. In that position, he was responsible for planning, directing and monitoring statewide licensing and certification inspections in 956 nursing facilities, 439 intermediate care facilities for individuals with developmental disabilities, and 611 assisted living facilities.

He is uniquely qualified to assist long-term care, post acute and senior living providers with understanding and complying with the myriad requirements to which they are subject.

In his role as Bureau Chief at the Ohio Department of Health (ODH), Dusty oversaw the development and implementation of all policies and procedures for the bureau, including central headquarters and 3 regional office sites, with personnel management of 211 full-time equivalent positions. He assisted the division budget office with development and implementation of the division’s 42.3 million dollar budget. He served as a liaison with many stakeholder groups, including the Centers for Medicare & Medicaid Services (CMS), provider trade associations, resident advocates, and partner state agencies (such as the Ohio Departments of Medicaid and Aging).

Dusty has also served as an ODH district supervisor and state surveyor, and served in a Combat Support Hospital unit as part of the U.S. Army Reserve.
